Beaverton sex offender captured in Panama
BEAVERTON, Ore. -- Philip Leland Riley is finally under arrest.
Riley, 68, had been arrested in November of 2008 after the Beaverton Police Department was called to investigate a sex abuse allegation at the YMCA in Beaverton. A young juvenile male had reported to his mother he'd been sexually assaulted by an older white male while in the facility's shower.
Detectives responded and the resulting investigation led Riley's arrest. Riley was lodged at the Washington County Jail where he posted bail and subsequently fled the state to avoid prosecution.
Numerous attempts were made to locate Riley, however, these attempts proved unsuccessful. It was later believed Riley had left the United States. Beaverton detectives sought the help of the FBI and the United States Attorney's Office where a Federal fugitive warrant was issued and a fugitive investigation began.
On Oct. 10, 2009, America's Most Wanted aired a show outlining the case and requested the public's assistance. Numerous tips were received after the broadcast regarding this investigation. Multiple agencies worked together on the fugitive investigation and this collaborative effort led them to the country of Panama.
Panamanian authorities received a tip about an individual who carried a World Government of World Citizen Identification card (Fantasy Document), under the name of Danny Williams who was born in Vancouver, British Columbia, Canada. Panamanian officials made quires with the Embassy (ICE Panama) to see if this individual was a United States citizen.
Records check revealed that the subject was, in fact, Riley, who had an Unlawful Flight to Avoid Prosecution warrant issued by the FBI and was wanted by Oregon State authorities for the sexual assault charges out of Beaverton.
Panamanian authorities initiated an expulsion order for Riley as an undesirable individual who had no registered legal entry into Panama. Officials from the Government of Panama coordinated the return of Riley.
On Feb. 3, both US Immigration and Customs Enforcement (ICE) and FBI escorted Riley back to the United States, where he was apprehended at the Houston International Airport at approximately 4 p.m. He will immediately face a Federal Judge on the fugitive warrant, followed by extradition back to Oregon where he will face charges of first-degree sodomy and first-degree sex abuse.
